Job Title: Project Officer – Community Health Services

Post Type: National (1year contract with possibility of renewal)
Child Safeguarding: Level 3 – the responsibilities of the post may require the post holder to have regular contact with or access to children or young people.
Role Purpose: This role will be responsible for supporting the successful delivery of the Adolescent and Young Women HIV prevention programme implemented within Turkana County.
The Project Officer will be responsible for Community-Facility Linkages.
He/she will coordinate project activities at designated project catchment areas, in collaboration with Health facilities, Sub-County Health Management Team and other stakeholders/partners to ensure successful implementation and monitoring of the project in accordance with Save the Children’s policies and practises, Mission, Vision and Values.
Scope of Role:
Reports to: Health and Nutrition Manager
Dimensions: Save the Children has been operational in Kenya since the 1950s, providing support to children through developmental and humanitarian relief programmes delivered both directly and through local partners.
Current programming focuses on child protection, child rights governance, education, health, HIV/AIDS, livelihoods, nutrition and WASH.
In 2012, as part of a global reorganization process, Save the Children combined the programmes of SC UK, SC Canada and SC Finland to create a single operation in Kenya.
In Feb 2014, we completed a second transition, which saw us join forces with the British INGO, Merlin, and merge their health and nutrition programmes with our own.
Save the Children now has an operational presence in Bungoma, Dadaab Refugee Camp, Garissa, Mandera, Turkana and Wajir and we work through partners in many other parts of the country.
In 2016, Save the Children established a new project office in Madagascar whose operations are managed by the Kenya CO. In total, we employ around 250 staff in both countries and had an operating annual budget in 2016 of approximately US$17.5million.
Key Roles and Responsibilities:
  • Coordinate the work of youth mentors and community health volunteers to conduct HIV prevention activities, referrals, follow ups and defaulter tracing.
  • Coordinate all community based demand creation activities for HIV diagnosis to identify HIV positive adolescent and young women and link them to social support (peer) groups and platforms to access HIV care and treatment services.
  • Organize and coordinate trainings for community health volunteers, and youth volunteers as per national curriculums in consultation on sub-county health management teams.
  • Work closely with community health volunteers and youth volunteers to strengthen knowledge and awareness on HIV prevention, care and treatment.
  • Prepare monthly and quarterly reports of all activities carried out as per the work plan.
  • Work with health care workers and youth mentors to establish and maintain adolescent and young women support groups to promote retention.
  • Analyze and report on the progress of all interventions in terms of achieving results using existing M&E tools and identify constraints and recommend corrective action.
  • Develop work plans for the implementation of community related project interventions.
  • Support community units to establish and maintain innovative and empowering group based activities to promote retention adolescent and young women in HIV prevention services.
  • Host a range of community events, including dialogue days, and men’s only meeting, to teach and advocate on adolescent and young women SRHR.
  • Conduct intensive community mobilisation through both in-school and out-of-school activities to engage
    adolescent girls, informing them of their sexual and RH rights, and encouraging them to access services through youth friendly spaces at the health care facilities.
  • Contribute to knowledge management by documenting case studies, human interest stories, photos and lesson learnt.
  • Ensure that SC partnership approaches and practices comply with SC’s Child Safeguarding Policy and where possible promotes effective child participation.

Qualifications and Experience:
  • A graduate degree in Community Public health, Community Development, Nursing or a related field is required.
  • Minimum 3 years working experience in community health in HIV prevention, care and treatment.
  • Good experience with the community health strategy
  • Good experience with the standard NASCOP reporting tools.
  • Strong, demonstrable, financial management skills, particularly in budgeting and reporting;
  • Experience in, and a commitment to, the implementation of robust Performance Management and staff capacity building and development;
  • Strong communication, people management and interpersonal skills in English,
  • Willingness to work and travel in often difficult and insecure environments;
  • Computer literacy, particularly in Word, Excel, and PowerPoint;
  • Strong representational and communication skills;
  • Commitment to Save the Children’s Child Safeguarding and other global policies, and to Save the Children’s vision, mission and values.
  • Understanding of child rights programming.
