Procurement Manager Job in Kenya

Procurement Manager
Job Purpose:
To provide support in ensuring quality and timely procurement, and delivery of materials in the most cost effective manner while adhering to laid down policies and procedures for respective sites. Procurement Officers process purchasing transactions for equipment, materials, supplies, capital goods, and services.
Key responsibilities:
  • Receipt and correct verification of all requisitions
  • Preparing Comparative Statement and produce Local/Import Purchase Order.
  • Monitoring and recording the performance of the suppliers.
  • Preparation and documentation of performance Reports
  • Ensures timely entry in the ERP, and timely submission of reports.
  • Process purchase requisitions / orders within purchasing authority
  • Invite, assess, and award/recommend supplier tenders, bids, quotations, and proposals
  • Establish and negotiate contract terms and conditions, and maintain
    supplier relationships
  • Prepare and maintain purchasing records, reports and price lists
  • Work with internal and external stakeholders to determine procurement needs, quality, and delivery requirements
  • To develop, manage and co-ordinate the procurement processes.
  • To manage internal procurement requires and activities
  • To be in charge of the purchase of equipment for the organization, contact suppliers, and research offers and quotations
  • Assist in the development of specifications for equipment, materials, and services to be purchased
  • Administer contract performance, including delivery, receipt, warranty, damages and insurance
  • Reconcile or resolve value discrepancies
  • Comply with and maintain knowledge of applicable rules, legislation, regulations, standards, and best practices
  • Address staffing resource needs and supervise purchasing clerks
  • Develop and maintain constructive and cooperative working relationships with colleagues and management
  • Adhere to all SHE procedures, policies and instructions.
  • Attend to all other work related duties as may be assigned from time to time.
Key Performance Indicators :
  • Procuring time/cycle
  • Fair procurement operating Cost
  • 100% category sourcing from contracted suppliers
  • Sufficient stock supplied on time as per event schedule.
  • All stock supplied correctly as per product specifications and requisitions.
Key competencies/skills required to perform at fully satisfactory level:
  • Bachelor’s degree with a major in Purchasing and Supply Management
  • Diploma in purchasing and supply.
  • Minimum of 3 years in the same field preferably in construction industry. Good judgment and analytical ability.
Skills :
  • Good problem-solving and analytical skills
  • Ability to priorities and work on own initiative
  • Skill in purchasing and warehouse operations.
  • Skill in using computer and finance application software and Excellent IT skills.
  • Contract & Supplier relationship management
  • Ability to communicate effectively, both orally and in writing.
  • Ability to establish and maintain effective working relationships with those contacted in the course of work
Knowledge or Expertise
  • A Procurement Officer should have knowledge of supply chain, production and processing, customer and personal service, relevant tools and technology.
  • Knowledge of principles and practices of supervision.
  • Knowledge of purchasing principles and practices.
  • Knowledge of local, laws, regulations, policies governing procurement.
  • Knowledge of supervisory practices.
